This tune is included in a wonderful compilation from the Ronin Collective, Gama [rc025]. The metadata for the release is a tad confusing, but according to the folks at Netlabelism, D fast is the artist.The compilation has tremendous variety. The version of "The Joker" is excellent, though I'm not sure how it can appear on a Creative Commons licensed release.
Licensing aside, there is a ton of great stuff for your enjoyment.
